Canada Moves to 100% Digital Applications for Permanent Residence Applications on September 23

Immigration, Refugees and Citizenship Canada (IRCC) will begin transitioning to 100% digital applications for most permanent residence applications on September 23, 2022. Alternative application formats will continue to be available for people who require accommodations. Then Minister of IRCC Mendicino initially announced the new online application portal in April 2021, to support contactless, remote applications during the Covid pandemic. Current IRCC Minister Sean Fraser recommitted to the digital application process in January 2022 "to improve client experience and reduce the backlogs."

Improving Canada's Immigration System

The move to digital PR applications is part of Canada's commitment to modernize and improve Canada's immigration system, including:

  • reducing wait times
  • ending the backlog of over 2 million immigration cases
  • providing better information to clients
  • modernizing the citizenship program

A Canadian permanent resident is someone who has been given permanent resident status by immigrating to Canada but is not a Canadian citizen. In 2021, IRCC set a historic record in 2021 by admitting more than 405,000 new permanent residents to Canada. Canada's immigration goal for 2022 is to welcome 431,000 permanent residents. As of August 22, Canada has welcomed over 300,000 permanent residents to Canada, surpassing the milestone earlier than in any previous year.

Canada relaunched the federal Express Entry program in early July to welcome more permanent residents, as well as taking other new immigration measures to address Canada’s labour shortage, and promised to return to their 6-month service standard.
