Study: Canada's Policies on Attracting and Retaining Temporary Foreign Workers

According to a new Statistics Canada report, the first study that examines Canada’s national policies on attracting and retaining temporary foreign workers as immigrants, 79%: of temporary foreign workers have difficulty attaining permanent residence status. Some statistics released in the report include:

  • 21%: of temporary foreign workers obtained permanent resident status in 2014, v 9% in the mid-1990s
  • x3: the number of temporary residents entitled to work in Canada has tripled since 2010 to over 500,000
  • 40%: share of higher-skilled foreign workers, v 67% in the mid-1990s
  • 80%: of low-skilled workers obtained their permanent residence through the PNP program
  • 38%: of higher-skilled workers got their status through the PNP program
  • 50%: of higher-skilled workers got their status through the federal skilled workers program
  • 79%: of temporary foreign workers are unable to attain permanent residency

Ottawa has rolled out a number of immigration programs such as the Canadian Experience Class and the Provincial Nominee Program (PNP) that favour immigration candidates with Canadian education credentials and work experience, turning foreign workers into a pool of prospective immigrants.
