Quebec Acceptance Certificate: CAQ

Temporary Permit to Work or Study in Quebec

A Certificat d'Acceptation du Quebec (Certificate of Acceptance to Quebec: CAQ) is required for most temporary foreign workers and students who want to live in Quebec. A CAQ application and fees can be made online or by mail.

Temporary Foreign Workers

Quebec employers who want to hire a skilled temporary foreign worker must receive an LMIA and the foreign national must get a Temporary Work Permit. The CAQ certifies that the Quebec Ministère d'Immigration, Diversité et Inclusion (MIDI) concurs with Service Canada’s assessment that hiring a foreign worker will have a neutral or positive effect on the local labour market.

Quebec jobs that are 30 days or less and foreign nationals who are LMIA-exempt do not need a CAQ.

International Students

Foreign nationals applicants who want to study in Quebec in most cases require CAQ to apply for a Canada Study Permit. To apply for a CAQ for a Quebec university or college or study program, the potential applicant must first obtain a letter of acceptance from a Designated Learning Institution (DLI). A CAQ is typically valid for the duration of the study program or to a maximum of 49 months.

Foreign students who want to study in Canada for 6 months or less do not need a CAQ or a study permit.

Note: Based on nationality and type of study program, foreign student applicants require a CAQ or a Study Permit, both, or neither. Based on their nationality the applicant may require a Temporary Resident Visa (TRV) to enter Canada as a visitor.
