Quebec plans to increase immigration quotas, the province's immigration minister Nadine Girault announced on April 29. Girault said the COVID pandemic slowed immigration, while Quebec's already existing severe labour shortage continued to grow. Girault said Quebec experienced a "shortfall of nearly 17,000 or 18,000 people" immigrating to the province last year.

In 2020 Quebec welcomed barely 25,000 immigrants but had planned for between 43,000 and 44,000 new immigrants to fill the labour shortage. Quebec’s government lowered the province's immigration quotas when it came into power in 2019, but has planned investment to increase immigration
• to ensure the survival of this francophone character of Montreal, Quebec added $70 million to the francization effort in the last budget, bringing the total to $170 million
• invest $24 million to welcome newcomers to Montreal
• Quebec's labour minister, Jean Boulet, said the province's government is reviewing immigration regulations in order to help address the current labour shortage to increase the quotas and streamline the immigration process
