On August 2 President Trump introduced an immigration reform bill to cut immigration to the United States, saying the Reforming American Immigration for Strong Employment (RAISE) Act would replace "our low-skilled [immigration] system with a points-based system." The bill would change the US system for granting legal residency, or green cards, by giving priority to high-skilled, English-speaking immigrants. Immigration reform was a key platform in Trump's 2016 presidential campaign and he pledged to put American workers first. The bill announcement states, "This system is similar to the merit-based immigration systems used by Canada."
